Is officially licensed memorabilia the same as authentic memorabilia?

An officially licensed replica is an authentic licensed product, but it is not race-used. A race-used component needs supporting provenance regardless of the branding displayed on it.
Does every F1® Authentics product include a Certificate of Authenticity?
